Capacity disclosure exists to reduce systemic drift, identify structural weaknesses, and preserve operational stability. Observation supports alignment. Extraction for advantage does not.

Good-faith research may be treated as authorized capacity testing only while activity remains aligned with defined scope and intent. Authorization is conditional, limited, and revocable.

Confirm presence. Observe structure. Demonstrate proof. Report immediately. Do not expand surface area, alter system state, retain nonpublic data, or operationalize findings beyond disclosure.

Resource exhaustion, social engineering, persistence, privilege escalation, disruptive automation, data alteration, or replication outside disclosure are outside authorized capacity.

Valid disclosures should contain structural location, mechanism of exposure, reproducible steps, and defined impact boundaries. Signal outweighs volume.
